Overview of the Eastern North – South Expressway
The 13th Vietnam Communist Party Congress has determined to: “Build harmonized infrastructure system, with some modern facilities, focusing in transport network and large urban infrastructure” as one of three strategic breakthroughs for socioeconomic boost in 2021 – 2030 period, with the objective that Vietnam would have about 5,000 km of expressway, the Eastern North-South Expressway ”.
Over the past period of time, the National Assembly and the Government have spent a large quantity of human resources into the Eastern North-South Expressway. So far, the Eastern North – South Expressway, from Huu Nghi border gate (Lang Son province) to Ca Mau city (Ca Mau province), with the total length of VND2,063 kilometres, 478km has been completed and put into operation, 829km is under construction, and 756km has no project yet:
– Lang Son (Huu Nghi border gate) – Hanoi (167 km long): 124km of Hanoi – Lang Son section is being operated, 43km of Lang Son – Huu Nghi border gate has not been built.
– Hanoi – Can Tho section (1,772 km long): 354 km has been completed and put into operation, the remaining 786km is under construction, while the rest of 632km is being known (including Ha Tinh – Quang Tri and Quang Ngai – Nha Trang) sections. .
– Can Tho – Ca Mau section (124 km long) company. .
Eastern North-South Project’s relocation in 2021-2025 period
Completion of the Eastern North- South Expressway Project is in line with the Communist Party Committee, the National Assembly, and the Government. It is inline with the transport development planning, and expressway network development planning. Eastern North – South Expressway Project, 2021 – 2025 period, This project includes 3 expressway sections: 267km-long Bai Vot – Cam Lo section, 353km-long Quang Ngai – Nha Trang section, and 109km-long Can Tho – Ca Mau section, divided into 12 sub-projects passing 12 provinces and cities (Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Can Tho, Hau Giang, Kien Giang, Bac Lieu, and Ca Mau).
Investment scale of the Project: according to Expressway Network Development Planning of Vietnam, the cross-section size of the road is 4 to 6 lanes, the pavement’s breadth is B = 24.75 – 32.25 m, the design speed is 80-120km/hr; in 1st phase of investment, the size is 4 lanes, the pavement breadth is B = 17 m, and the operation speed will be 80km/hr.
In 2021 – 2025 period, the investment is PPP for 9/12 sub-projects, covering the length of 552 km, including 90-km long Bai Vot – Vung Ang section (Ha Tinh), Quang Ngai – Nha Trang section (353 km), and Can Tho – Ca Mau section (109 km). For the 03 sub-projects of Vung Ang – Bung, Bung – Van Ninh, and Van Ninh – Cam Lo sections (177 km), in 2021 – 2025 period, land acquisition from public budget will be done first (the expenditure is around VND4,584 billion), and transitional investment will be made in 2026 – 2030 period. Total funds required will be VND118,672 billion, the demand for state funds is about VND61,628.
Consulting Service by Transport Engineering Design, Inc. (TEDI) in the Eastern North-South Expressway projects.
Since 2000, with design experiences accumulated from ODA projects, TEDI makes reference to design of Vietnam’s first expressways, they are Hochiminh City – Trung Luong expressway; and later projects which TEDI participated in survey, design, and supervision consulting for expressways in North-South Expressway route such as Hanoi- Lang Son, Phap Van – Cau Gie, and Cau Gie – Ninh Binh, so on.
Since 2017 up to now, with the policy of completion the Eastern North-South Expressway according to Resolution no. 13-NQ/TW by the 11th Central Standing Committee of Communist Party , the National Assembly and the Cabinet has focused resources in expresway investment. Besides independent projects such as Trung Luong – My Thuan, My Thuan – Can Tho projects, TEDI was assigned by Ministry of Transport the tasks of pre-F/S for Eastern North – South Expressway in 2017-2020 period and submitted to the National Assembly for approval in the National Assembly meeting in November, 2017. In F/S step, through Bidding, TEDI continued to take part in 8 sections of 418 km length. Meanwhile, to ensure harmony in design solution of the entire project, under instruction of MOT’s subordinate units, TEDI has issued design regulations and guidelines for the entire project. In detailed design stage, TEDI continued to take part in detailed design packages of 10/11 sub-projects . This demonstrates that TEDI continues to promote its tradition of as a leading design consultant with experienced engineers, experts, participating deeply and widely in design steps of sub-projects under the North – South Expressway Project in 2017-2020 period.
In 2021, TEDI continues to be a pre-F/S consultant of the Eastern North- South Expressway Project, 2021-2025 period (directly implementing the F/S of 10/12 sub-projects). With experiences accumulated from implementation of the Eastern North-South Project in 2017-2020, TEDI has completed F/S of the Project. On 29/7/2021, Ministry of Transport has submitted the Submission Letter No. 7766/TTr-BGTVT for submission of pre-F/S of the Eastern North-South Expressway Project, 2021 – 2025 period. Currently, the Project’s F/S is being reviewed by the State Appraisal Council to submit to the National Assembly for approval. These are the first steps to complete the Eastern North-South Expressway backbone to realize successfully the 13th Communist Party Congress’s Resolution , promoting socioeconomic development and securing national defence./.
