Transport Engineering Design Inc. (TEDI) is very honored to speak on behalf of design consultancy contractors at the groundbreaking ceremony of the Eastern North – South Expressway Construction Project in the period of 2021 – 2025 and launching the peak emulation month for disbursement of public investment capital. First of all, I would like to express my gratitude and best wishes for health, happiness and success to the Prime Minister, the leaders of the Party, State, Ministries, central branches, localities and all of you representatives, relatives and people.
The Eastern North-South Expressway is the main highway axis of the national road system, which plays an important role in the country’s socio-economic development. The 13th National Party Congress has set goals and tasks by 2025 to complete the East North-South Expressway from Lang Son to Ca Mau.
Striving to 2025, the whole country has 3,000 km of highways and by 2030, there are 5,000 km of highways. To implement the above task, the Government has submitted to the National Assembly for approval the investment policy of North-South Expressway in the period of 2021 – 2025 in January 2022.
TEDI is honored to be the unit that makes the investment policy of the Eastern North-South expressway project for both periods (2017-2020 and 2021-2025). This is an important initial task, solving major and overall problems of the whole project, such as: overall alignment, selection of a reasonable investment divergence scale, ensuring investment for the entire expressway. , report and explain before the National Assembly to approve the investment policy.
The study of alignment is considered in accordance with the planning of each locality, the railway planning and in accordance with the guiding spirit of the Prime Minister, which is that the geometry must be good, the line must be straight, the shortest, and the environmental landscape must be ensured. school with high determination, great efforts, drastic action to build highways.
Determining that the Eastern North-South Expressway project in the 2021 – 2025 period is of special importance, has high quality requirements and is deployed in a short time, so TEDI Consultants has focused on the most modern equipment, concentrate qualified and experienced human resources, use modern surveying and design technologies to improve quality and reduce deployment time.
All consulting engineers of the project have overcome all difficulties in weather, Covid 19 epidemic, difficult terrain conditions, and have made great efforts to deploy day and night, days off and holidays, with enthusiasm. , enthusiasm, responsibility, and professional ethics to implement project formulation, technical design and cost estimates to ensure compliance with standards and regulations, and in accordance with the provisions of the law on construction, ensure the aesthetics, modern technology, friendly with the environment… and have been appraised and approved by the competent authorities as a basis for selecting construction contractors and as a result, the project has been started today.
In order to meet the progress and quality and ensure the consistency for the whole project, TEDI has carried out the following tasks:
+ About the overall work: TEDI has set up 12 professional support groups including engineers and experts to build a unified orientation for the consultants of the whole project. Science and technology issues such as bridges, roads, tunnels, treatment of soft ground, etc. are prepared with general orientation documents and issued by the Ministry of Transport for the Project.
+ Regarding speeding up the implementation of site clearance: on the basis of alignment options studied by the Consultant, the leaders of the Ministry of Transport and its advisory agency have agreed Basic design profile. The consultant has granted the completed site clearance boundary in 3 phases to ensure the progress of site clearance. This is one of the major breakthroughs to shorten the schedule and bring the site clearance to hand over to the construction contractor soon.
+ About material mines: The consultant has carefully reviewed the material mines such as soil, sand, stone..with sufficient reserves and quality to ensure supply for the project;
In which, the balance and coordination of excavation and filling materials; Making the most of local materials is thoroughly implemented by the Consultant in accordance with Resolution No. 60/NQ-CP of the Government. Material mines are planned specifically for the Eastern North-South Expressway for contractors to actively exploit.
+ About the cost estimate and total investment: The consultant has actively built the unit price of materials at the mines to make the estimate close to reality. The total investment is calculated closely with the data approved by the National Assembly.
The next task of TEDI and the Design Consultants is to monitor the author, regularly update changes at the construction site due to changes in topography, geomorphology, geology and other objective factors, to ensure the quality of the project. quantity and progress of construction works.
We, the design consulting organizations are committed to accompanying the Investor, Supervision Consultant, Construction Contractor, promptly solving the design changes and adjustments, ensuring the required quality and progress. Project’s requirements.
We believe that under the specific and drastic direction of the Government, the Prime Minister, the Ministry of Transport and the efforts of the units participating in the project, the Eastern North-South Expressway Project is in the second phase of the project. Phase 2 will be successfully implemented meeting schedule and quality.
