The project on construction of Coastal road connecting Ha Long City with Cam Pha City commenced in late August 2019. The road was designed according to grade III delta standards with 4 motorcycle lanes, with a maximum speed of 60 km/h with a length of 18.7 km and a width of 18 m (the road has a start point that connects with the coastal road of Tran Quoc Nghien, Ha Long city and passes through Hong Ha, Ha Tu, Ha Phong and Quang Hanh wards and ends at Km6 port of Cam Pha city). The project uses state budget of total VND 1,364 billion and is employed by the Provincial Project Management Board of transport works’ construction.
As reported by the Employer, contractors have mobilized human resources, equipment and have executed the construction on available sites . Specifically, 5/41 road culverts are under construction, 39,000 m3 of foundation has been built on the length of 850 m, rock drilling and blasting has started at Km13 … It is expected that the work of road culvert, foundation preparation will be completed by the end of 2019 before moving to other work items.

Currently, during construction process, the project faces a number of difficulties. Specifically, there is a lack of completed foundation for construction; Ha Long city has reviewed only 56 out of 230 households and held verification meetings as well as issued 43 records for origin certificates of houses and land. In particular, resettlement shall be arranged for 48 households and agricultural land acquisition shall be done for 132 households. In Cam Pha city, there are 34 households and 14 organizations that have not completed the land clearance. Currently, there are only 2/10 km that meet the construction conditions. On the route, there are still many medium and low voltage lines which have not been moved…
Besides, the mines for materials of quarry stone and gravel for construction have not yet been identified; the construction drawings, design documents, and cost estimates have not been approved; contractors have not been identified for road sections in Ha Long city. Currently, the authority of the two localities committed to have the site clearance completed before December 15th, 2019.
After checking the construction execution and site clearance work of the project, Mr. Cao Tuong Huy, Vice Chairman of the People’s Committee acknowledged the efforts of the Employer and the contractors for their proactiveness and taking advantage of the weather conditions to quickly implement the project.
He emphasized that the coastal road connecting Ha Long City with Cam Pha City is an important project of the province and shall be opened to traffic to welcome the Provincial Party Congress in 2020, contributing to the reduction of traffic flow for Highway 18, strengthening tourism between the two major cities of the province, Ha Long and Cam Pha, enabling the reasonable use of land potentials in the area where the road goes through… Therefore, the province pays much attention to the project and shall supervise and check the implementation progress regularly.
Mr. Cao Tuong Huy, Vice Chairman of the Provincial People’s Committee requested the Employer, contractors and local authorities to promptly implement work items of the project.
However, up to now, the second phase of the planning for the coastal route and road of Tran Quoc Nghien has been upgraded from 4 lanes to 6 lanes. In order to create a synchronization in phase 2, for the site clearance work, localities should pay attention to the review and plan of site clearance in all 6 lanes right in this phase. The two localities, Ha Long City and Cam Pha city, should soon complete the land use plan, the list of land use, and by November 30th, 2019, finalise the site clearance, conduct the hand-over to contractors for the commencement of the works.
Giving directions over each work item, the Vice Chairman of the Provincial People’s Committee requested Ha Long city to promptly select a contractor to execute the construction of the project right in October 2019. The Employer and design consultants need to prepare a plan for different coastal locations along the route, convert the counterweight berm into a vertical embankment to limit pollution and landfill waste; adjust the road centerline when upgrading the road to 6 lanes; minimize the curve radius. For the source for embankment materials, it is necessary to study early the mining location, carry out the conversion and licensing procedures.
At present, given the favourable weather conditions, contractors need to take advantage of it so as to actively execute the construction at available sites; develop specific progress plan and inspection for each item on a daily basis. Determination has been made to complete the project and open it for use before October 30th, 2020 to celebrate the Provincial Party Congress.
