From 24/11/2022 to 25/11/2022, Mr. Dinh Tien Dung, Politburo member, Hanoi City Communist Party Committee’s Secretary, Head of Steering Committee for Ring Road 4 Construction Project – Hanoi Metropolitan Area, together with a mission including representatives fr26om ministries, departments, agencies, local governments of Hanoi city, Hung Yen province, Bac Ninh province, and the Consultant – Transport Engieering Design Inc. (TEDI), has carried out a field survey and working with projects, focusing in the land acquisition sub-project.
The mission has visited and worked with 07 districts in Hanoi city including: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin, and Ha Dong districts, and 02 provinces of Hung Yen and Bac Ninh.

In Hanoi city, the land-acquisition sub-project has been approved for its right of way for 5/5 sections with total length of 58.2km. Hanoi city has also completed the environmental impact assessment (EIA), public consultation, and posted the consultatioin on website of Ministry of Natural Resources and Environment . Regarding specific result, the City has carried out demarcation for land acquisition in 36.3/58.2km in 7 districts; the demarcation is estimated to be completed before 30/11 for the remaining 21.9km. According to Hanoi City leaders, in Quarter 4, it is plan to disburse about 1,759 bilion dong for compensation, support of resettlement. Hanoi Party Secretary Dinh Tien Dung informed that the quantity of land acquisition of Ring Road 4 Construction Project – Hanoi Metropolitan Area is very large, the majority of hard work is still ahead, such as removal of tombs, state offices, schools, power utilities, etc. However, according to the schedule set out by the National Assembly, this project must be basically completed by 2026, put into operation from 2027. He emphasized that the Project was an important political task, and suggested the ministries, departments to accompany with the Project, sticking to the committed schedule of Hanoi city and Bac Ninh, Hung Yen provinces so that the project is timely tracked and pushed up.
In Bac Ninh province, Ring Road 4 Construction Project – Hanoi Metropolitan Area will pass 3 rural districts of Gia Binh, Thuan Thanh, Que Vo, and Bac Ninh city with total length of 35.3km. Total investment cost of Ring Road 4 in Bac Ninh province is VND5,274. To date, the three districts and Bac Ninh city, through which the Project will cross, land acquisition committees have been established; they have completed cadastral and mapping survey, got preliminary statistics of the land use demand, and proposed the resettlement areas.
Meanwhile, Ring Road 4 Project – Hanoi Metropolitan Area in the section through Hung Yen province is 19.3km long, passing 4 districts: Van Giang, Khoai Chau, Yen My and Van Lam. Total investment cost of the sub-projects in Hung Yen provine is VND5,245 billion. So far, the four districts have completed their exceprts of cadastral maps and now they are implementing cadastral survey of related land lots, review, determination of owners of relevant agricultural and residential land. The District also completed their proposal for resettlement, master plan revision, and land use planning as the basis for land transformation procedure according to laws.
Leaders of Bac Ninh and Hung yen provinces both affirmed that Ring Road 4 Project is a focused project, a great drive for the provinces’ development. In the past time, local people are very eager and longing for the project. Local authorities of different levels are well aware of their responsibilities, and get involved actively in the progress.
Bac Ninh Party Secretary Nguyen Anh Tuan suggests to organise soon a meeting of Standing Board of Steering Committee of Ring Road 4 – Hanoi Metropolitan Area to brief difficulties, problems and report to the Prime Minister. And there should be harmonious instructions from senior leaders which will be the basis for the provincces to approve the sub-projects; and the project should work with provinces in the area for permit of borrow-pits for the projects… The province’s opinion is to make maximum efforts to solve the problems to get optimcal result.
Hung Yen Province Party Secretary Nguyen Huu Nghia confirmed that, although there were still problem in advance funds for land acquisition at present, after the working session with the mission today, the province was now clear of the solutions and in the coming time they would follow up the work in its authority. First, the province would grant immedidately the advance funds for tomb removal before 23th of twelth lunar month (that is the final week before lunar newe year). In the coming period, the province would focus on revision of master plan for cemeteries, construction of resettlement area to push up land acquisition process. The province also agreed with Hanoi city and Bac Ninh city on contents for proposal to the Prime Minister for solution of the problems in the Project’s implementation. Knowing well of the big difficulties, yet the Province is determined to keep up with the project schedule, ensuring to hand over at least 70% of the land site as of June 2023.

On the Project’s field, as well as in working sessions, Mr. Dinh Tien Dung, the Politburo member, Hanoi Party Secretary, Head of the Steering Committee of Ring Road 4 Construction Project – Hanoi Metropolitant area, and Hanoi city, Hung Yen Province, Bac Ninh Province’s leaders highly appreciated implementation by TEDI. The local authorities requested for more concentration, promoting the tradition of being the leading consultant firm in transport sector, to boost up the Project’s schedule, ensuring the progress. General Director Pham Huu Son then briefed, answered and explained for questions from the ministries, departments, local authorities and relevant agencies, proposing aesthetic, technical solutionto boost up the schedule and quality of the Project.
