On September 24, 2019 at the office of People’s Committee of Yen Bai Province, the Provincial Party Committee, the People’s Council and the People’s Committees of Ha Giang and Yen Bai provinces held a meeting on the report from the public-private partnership project (BOT contract) on the construction of the expressway from Thanh Thuy border gate of Ha Giang province to Hanoi – Lao Cai expressway.
Attending the meeting on the side of Ha Giang province were Mr. Dang Quoc Khanh, provincial party secretary, Mr. Hao Anh Son, Chairman of the People’s Council, Mr. Nguyen Van Son, Chairman of the People’s Committee and comrades in the standing Provincial Party Committee. On Yen Bai’s side, there were Mr. Pham Thi Thanh Tra, Secretary of the Provincial Party Committee, Mr. Do Duc Duy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee and the Standing Committee of the Provincial Party Committee.
At the meeting, Mr. Nguyen Manh Ha, TEDI Deputy General Director reported on the project overview. The highway project from Thanh Thuy border gate, Ha Giang province to Hanoi – Lao Cai highway passing through the territory of Yen Bai and Ha Giang provinces. The starting point at the intersection of IC14_Km149 + 705 of the Hanoi – Lao Cai expressway is located in An Thinh commune, Van Yen district, Yen Bai province. The ending point at Thanh Thuy border gate is in Thanh Thuy commune, Vi Xuyen district, Ha Giang province. The length is about 149km. The project consists of 3 sections: Mau A – Bac Quang with a length of about 79 km, Bac Quang – Ha Giang with a length of 54 km long and Ha Giang border gate to Thanh Thuy with a length of about 16 km. The highway is a high-speed 4-lane one and 22.0-24.75 m wide, with 4 lanes of 17.0 m in phase 1.
Once the project is completed, it will contribute to the completion of the region’s transportation network, shortening the travel time from Hanoi to Ha Giang, boosting the region’s economic development.
Speaking at the meeting, Mr. Pham Thi Thanh Tra, Secretary of Yen Bai Provincial Party Committee suggested that the joint venture of investors and consultants need to study and clarify issues related to flow, scope for investment stages/phases, site clearance, funding from the state budget… Leaders of the two provinces agreed on the investment policy of the whole project, assigned the Chairman of the two provincial People’s Committee to direct concerned departments, sectors, investors and consultants to complete the project based on the comments and inputs received at the meeting.
