Participating in the working program in Son La of Prime Minister Pham Minh Chinh and the Government’s delegation in Son La province, General Director Pham Huu Son reported to the Prime Minister the contents related to Hoa Binh – Moc Chau expressway project (Son La province).
On the evening of May 27, 2022, right after attending the National Assembly session and welcoming the Director of Intel Corporation, the Prime Minister went to visit the site of this expressway project at the starting point of the route (contiguous with Hoa Lac-Hoa Binh Expressway, Ky Son Ward, Hoa Binh City). Here, General Director Pham Huu Son presented in detail the contents related to Hoa Binh – Moc Chau expressway project (Son La province). The project has a total length of 84.6km (in which Hoa Binh 5 bridge is invested in other project), in which: Hoa Binh province is 53km long, Son La province is 31.6km long; the route passes through the territory of districts/cities: Hoa Binh city, districts Da Bac, Mai Chau, Hoa Binh provinces; districts Van Ho, Moc Chau, Son La province.

This is a project that goes through an area with extremely difficult natural conditions with many special works. After listening to the report, the Prime Minister noted for special projects such as the construction of Hoa Son bridge (the structure is expected to be a cable-stayed bridge, the main span length is 550m, the largest in Vietnam at present) on the elevated route; it must ensure both technical and artistic elements so that the bridge becomes a beautiful highlight on Da River. This will not increase costs but will bring great value to tourism activities; construction can add days, add months, but will add value for hundreds of years.
General Director Pham Huu Son reported on the project’s contents
On the morning of May 28, 2022, after visiting and attending the groundbreaking ceremony of Moc Chau Dairy Paradise project of Vietnam Dairy Products Joint Stock Company – Vinamilk in Moc Chau district, the Prime Minister continued to inspect Hoa Binh – Moc Chau expressway project (Son La province). Here, Deputy General Director Nguyen Manh Ha also reported the relevant contents of the Project, after listening to the report and opinions of the Minister of Transport Nguyen Van The, the leader of Son La province, the Prime Minister proposed ministries, branches and localities to uphold the participation responsibility of parties in the project implementation. Hoa Binh and Son La provinces strongly promote the spirit of self-reliance, initiative and creativity together with the Central Government to study the plan to arrange capital for the project in accordance with the route sections.
The Prime Minister stated that the Northwest region faces many difficulties in the development of transport infrastructure due to infrastructure conditions, so it requires large investment. The Prime Minister asked to study and build more suitable intersections so that when this route is completed, the land value will increase, creating new development space for industry, agriculture, services… for the area.

The completion of this expressway project will help change the status of National Highway 6 as a monorail; together with other projects to basically complete the expressway system in the Northern midland and mountainous region, so that localities in the region have more convenient access to the sea and have more motivation to develop strongly in the near future, contributing to the implementation of Resolution No. 11-NQ/TW dated February 10, 2022 of the 13th Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern midland and mountainous region by 2030, with a vision to 2045.
On the afternoon of May 29, 2022, the Prime Minister worked with the Standing Committee of Son La Provincial Party Committee and basically agreed with the proposals of Son La province on the recommendations of the province, including projects on transport infrastructure such as: investment in upgrading Na San Airport to be a dual-use airport under the mode of public-private partnership, type of BOT contract; assigned Son La Provincial People’s Committee to be the governing body for the implementation of Hoa Binh – Moc Chau Expressway Project (Son La province), section from Km53-Km84+600 in Son La province in the form of public investment; assigned Son La Provincial People’s Committee to conduct research and prepare for investment in the section from Moc Chau to Son La City.
