Implementing the direction of the Government and the Ministry of Transport at the meeting between the Government, the Ministry of Transport and Ho Chi Minh City and the Southeast provinces on May 14, 2021 on the need to soon implement Construction and closure of Ring Roads 3 and 4 of Ho Chi Minh City. In the spirit of great determination, fast, speed, drastic action, Standing Deputy Prime Minister Truong Hoa Binh requested that the Ring Road 2, Ho Chi Minh City must be completed in 2022, Ring Road 3 must be completed. before 2025 and Ring Road 4 completed as soon as possible, not extending to 2030.
TEDI was assigned the task of researching for Ring Road 3 and Ring Road 4 in Ho Chi Minh City to develop transport in the region as well as to implement the Government’s overall plan to develop 5000 Km expressway from now to 2030. On May 21 and 22, 2021, TEDI’s engineering team led by Mr. Dao Ngoc Vinh – Deputy General Director, went on a field trip to work with localities on the Ring Road 4 of Ho Chi Minh City.
Ring Road 4 has a length of more than 197 km (passing through Ho Chi Minh City, Binh Duong, Dong Nai, Long An and Ba Ria-Vung Tau), with a scale of 6-8 express lanes and parallel roads on both sides. Currently, there are some sections on the route that are invested by the local, but the scale is not completely suitable for Ring Road 4, such as sections in Dong Nai (the route connecting HL10 with DT769), Binh Duong (sections of Thu Bien – Dat Cuoc, the section through VSIPII Industrial Park, My Phuoc III Industrial Park) and Long An (DT 830 route, section Duc Hoa – Ben Luc).
The content of this study includes the following tasks: Correct alignment, research on investment scale, division of component projects, research on investment forms, etc., so that the Ministry of Transport can agree with localities. and report to the Prime Minister. Based on the proposal of the Ministry of Transport, the Prime Minister will assign localities that are investors or competent state agencies to invest in component projects, completing phase 1 of closed Ring Road 4.
Ring Road 3 and Ring Road 4 of Ho Chi Minh City are important roads in the socio-economic development of the provinces in the Southern Key Economic Zone. The early investment in closing these roads will create a new driving force for development and at the same time restructure urban areas and residents in the region.
