Following the instruction by Deputy Prime Minister Le Van Thanh in the Notice no. 187/TB-VPCP dated 16/7/2021, Hanoi Municipal People’s Committee is assigned to prepare investment in the Project (based on agreement with provinces of Hung Yen, Bac Ninh, Bac Giang, and Vinh Phuc), in collaboration with Ministry of Transport to instruct finalization of the documents, and report to the Prime Minister.
As soon as being assigned, Hanoi PC has followed up closely, instructing relevant agencies, units, and coordinating with Hung Yen, Bac Ninh Provincial People’s Committees to carry out procedure to complete Feasibility Study of the entire Project.
Transport Engineering Design, Inc. (TEDI), the leading consultant firm of Vietnam in designing, supervision of transport works, with experiences and capabilities in several large projects of Vietnam, has been appointed by Hanoi PC to implement the Project. In a short period of time, with high determination and focus of human resource, TEDI has completed fully the pre-F/S of the Project and submitted to the Municipal People’s Council for consideration.
On August 13, 2021, Grass-root people’s councils of three provinces: Hanoi, Hung Yen, Bac Ninh, have appraised the pre-F/S of Ring Road 4 Project, Hanoi Capital City Area, which studies revision of scope of investigation, route alignment, vertical profile versus the approved plan to match the actual condition, planning, and socioeconomic development orientation of the provinces and the Capital City Area. Total length of the route after revision is 111km (including 09 km overlapping with Noi Bai – Ha Long expressway to close the Ring Road 4 according to the planning), total investment cost in phase 1 is about VND 90,339 billion.
The route is planned to be comprised of three independent sub-projects, including: land acquisition of the entire route with total cost of around VND24,241 billion; construction of the access road and NH18 connection road with total cost of VND8,225 billion; construction of the expressway and expressway connection road of Noi Bai – Ha Long with total cost of VND57,902 billion (not including interest rate).
In the meeting, TEDI has reported, took note and clarify the queries by the leaders and members of grass-root people’s council of the provinces, so that the pre-F/S can be finalized soon.

Concluding the conference, Appraisal Committee Chairman, Vice Chairman of Hanoi PC Duong Duc Tuan expressed gratitude to coordination of Hung Yen, Bac Ninh provinces, agencies, sectors and localities for paying attention and contributed their opinions to finalize the Pre-F/S of the Project. He appreciated highly TEDI’s efforts in implementation of large work quantity in a short period of time while the report quality is still secured.
The Appraisal Chairman suggested that units, members of the people’s councils should finish relevant procedures to submit to the Prime Minister, and continue to coordinate in defence work against relevant units, to report to the National Assembly for approval of the investment intention., as the basis for follow-up../
