On February 18th, 2020, in Son La province, Mr. Hoang Quoc Khanh – Chairman of the People’s Committee of Son La Province and Mr. Bui Van Khanh – Chairman of People’s Committee of Hoa Binh Province co-chaired the meeting to review for approval of the Inception Report and to agree on some contents for implementing Hoa Binh – Moc Chau Expressway Project (Son La Province) under the form of public-private partnership. Participants of the meeting were inclusive of the representatives of Public – Private Partnership Department – Ministry of Transportation, Department of Investment Evaluation and Supervision – Ministry of Planning and Investment; the heads, deputy heads and members of the Steering Committee of the Hoa Binh – Moc Chau expressway; the representatives of Leaders, Survey Manager and Project Manager of Transport Engineering Design Inc. (TEDI); the representatives of Leaders and members of People’s Committee Office and the relevant departments and agencies of the Hoa Binh and Son La province; reporters from newspaper, radio and television of Son La province.
After listening to the presentation reported by Hoa Binh – Son La Expressway Investment Joint Stock Company, the representative of the Joint venture conducting feasibility study report and Mr. Nguyen Manh Ha – Deputy General Director of TEDI on the implementation and the result of the F/S of the project to date, the Chairmans of the People’s Committee of Son La and Hoa Binh Provinces appreciated the achieved results by the careful study of the consultants, the relevant agencies and localities.
According the report, the project has a total length of about 85 km through Hoa Binh city, Da Bac, Mai Chau (Hoa Binh province) and Van Ho, Moc Chau (Son La province). The project basically is in accordance with the investment policy approved by the Prime Minister in Decision No. 579 / QD-TTg dated May 17, 2019.
Based on the report and comments from the relevant agencies of two provinces, the representatives of Public-Private Partnership Department – Ministry of Transportation, Department of Investment Evaluation and Supervision – Ministry of Planning and Investment, Mr. Hoang Quoc Khanh – Chairman of the People’s Committee of Son La Province – Representative of the Competent state agencies asked units receiving the comments at the meeting and urgnetly organizing the implementation of the project’s subsequent works to meet the progress and compliance with law provision.
On the other hand, in order to ensure feasibility of the project and improve the investment efficiency, agreed with the proposal on specific study for the starting point of the project, aiming to be suitable with the expressway network planning and other local plannings from the intersection with National Road No. 6 at Km66 + 700 to the intersection with Hoa Lac – Hoa Binh Expressway in residential area No. 1, Ky Son ward, Hoa Binh city; studying and finalizing the feasibility study report for route option No.1 and No.2 corresponding to the position of Hoa Son Bridge (crossing Da River in the second); researching routes connected to highways, … in the next step to be a basis for reporting, asking for opinions of the relevant agencies, the Prime Minister before aproving the project.
At the meeting, Chairmans of the People’s Committee of two Provinces also assigned the relevant agencies and localities to study and advise on the procedures to support Hoa Binh – Son La Expressway Investment Joint Stock Company and the Consultants to complete the Feasibility Study report of the project as soon as possible to meet the Prime Minister’s request schedule.
