Implementing the Prime Minister’s direction in Official Dispatches No. 794/CD-TTg dated September 12, 2023 and 27/CD-TTg dated March 28, 2024 on the development and promulgation of National Technical Regulations on Expressways: On March 31, 2024, the Ministry of Transport issued Circular No. 06/2024/TT-BGTVT on the promulgation of National Technical Regulations on Expressways: QCVN 115:2024/BGTVT (Regulations).
To ensure that the research and application of the Regulations are synchronous, in accordance with regulations and achieve practical effectiveness in the design of expressway projects in Vietnam immediately after the Regulations come into effect: On April 2, 2024, at TEDI headquarters, General Director Pham Huu Son chaired and organized a Conference to deploy the contents of the National Technical Regulations on Expressways.

National technical regulations on expressways are very necessary and urgent documents in the current period when the Government and the Ministry of Transport are promoting the design and construction of the expressway network nationwide. The regulations are an important legal basis for planning, designing, managing investment in construction and operation, and exploiting new expressway projects, as well as promptly upgrading invested expressways according to a phased scale (especially expressways with a scale of 2 lanes, expressways lacking emergency lanes, lacking auxiliary works, rest stops, etc.).
Previously, the Board of Directors, experts and senior engineers of TEDI carefully studied the contents of the Draft Regulations and provided comments to the Ministry of Transport, including careful review and ensuring strict and full implementation of the Prime Minister’s direction on the development of National Technical Regulations on expressways such as:
(1) Study international experience suitable to the actual conditions of Vietnam;
(2) Regulations on the number of lanes, cross-sections, medians, emergency lanes, design speeds, rest stops, etc.;
(3) Principles for arranging, designing, and organizing intersections, suitable to the requirements of practical exploitation in a scientific and effective manner; The width and design speed of intersections are suitable to the speed of the highway.
Organize, manage and operate expressways to ensure convenience, safety, efficiency… in accordance with the requirements and conditions of socio-economic development of localities and regions, connecting areas.
Maximize the investment efficiency of expressways, create new development space, create momentum for socio-economic development of localities and regions.
National technical regulations on expressways were discussed by delegates attending the Conference and proposed appropriate implementation steps at the unit in the design and supervision of construction of expressways.
