On 04–05 February 2025, the Working Delegation of the National Assembly’s Economic Committee conducted an on-site survey of the Investment and Construction Project of the Lao Cai – Hanoi – Hai Phong Railway. This activity was undertaken to serve the appraisal of the investment policy for the Project, as assigned to the Economic Committee by the Standing Committee of the National Assembly.
The delegation was led by Mr. Vu Hong Thanh, Member of the Party Central Committee and Chairman of the National Assembly’s Economic Committee. Participants included members of the Economic Committee; representatives of the Standing Body of the Ethnic Council; several Committees of the National Assembly; the State Audit Office of Viet Nam; and the Economic Affairs Department of the Office of the National Assembly. The Ministry of Transport and TEDI – the Project’s consulting firm – also joined the delegation and delivered reports at the working sessions.
The delegation conducted field surveys at Lach Huyen Port Station (Hai Phong), Yen Vien Station (Hanoi), and the proposed new Lao Cai Station. Within the program framework, on the morning of 05 February 2025, the delegation held a working session with the provinces and cities along the project corridor, including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong, at the headquarters of the Lao Cai Provincial People’s Committee. The session aimed to clarify key aspects of the Project in order to finalize the appraisal report for submission to the Standing Committee of the National Assembly and the National Assembly for consideration and decision.
The Lao Cai – Hanoi – Hai Phong Railway is planned as a newly constructed line, with the objectives of connecting to Hai Phong international seaport, facilitating international railway connectivity with China in support of the “Belt and Road Initiative” and the cooperation framework of “Two Corridors, One Belt,” meeting high-quality transport demand with fast, convenient, and safe services, and contributing to emissions reduction.
